Rovco and Horizon Ocean Management enter strategic partnership for Japanese offshore wind market

Horizon Ocean Management (HOM) a subsidiary joint venture between Mitsui and Hokutaku (the leading turbine maintenance company in Japan) – and Rovco, a global provider of subsea robotic and hydrographic survey solutions to the offshore wind industry, have signed a Memorandum of Understanding for through-life subsea asset integrity and balance of plant survey solutions for the Japanese offshore wind market.

The agreement will see both parties work together to analyse the Japanese offshore wind market and develop a better understanding of in-country demand, as well as developing asset integrity programmes of work to support the maintenance of critical infrastructure.

HOM was formed in 2021 by Japanese conglomerate Mitsui and Hokutaku, the country’s leading wind turbine maintenance company. It has already established a unique position within the supply chain of the offshore wind industry in Japan.

Rovco and HOM will enter into a joint business development agreement, with a view to strengthening commercial ties and jointly promoting new projects. They aim to build a world-class service model for subsea integrity and survey scopes across offshore wind developments in Japan.

Drawing on Rovco's reputation as a leading provider of technology-focused survey solutions to the global offshore wind sector, the collaboration provides a powerful proposition, offering through-life subsea asset integrity, 3D difference modelling assessments and critical subsea component data analysis for predictive and preventative maintenance to offshore wind projects across Japan, in the operational phase. The partnership also assists in the creation of early operation and maintenance planning regimes for clients, building upon substantial industry know-how.

Leveraging Rovco’s extensive experience gained across the UK and European sectors, the agreement will enable Japan to adopt and benefit from the lessons learned by more developed markets at an early stage. Combined with HOM’s profound understanding of the local market and regulatory requirements, the collaboration will pave the way for expansion across Japan’s coastlines.

The companies have launched a joint proposal to clients for a number of future operations and maintenance projects. The Japanese government last year unveiled ambitious plans for offshore wind expansion, including targets of 10 GW of offshore wind by 2030 and installations of a combined 30 GW to 45 GW by 2040, along with a cost reduction target by industry of 8 to 9 yen/kWh between 2030 and 2035.

HOM and Briggs Marine Sign Collaboration Agreement

Horizon Ocean Management (HOM) - a subsidiary joint venture between Mitsui and Hokutaku (the leading turbine maintenance company in Japan) – have signed a collaboration agreement with Briggs Marine (UK) to establish the most progressive offshore wind operations and maintenance consultancy and service provision offering within the burgeoning Japanese market today.

The agreement will see both companies work together to provide pre-bidding development advisory services, development loss prevention services, installation support and world-class operational strategic advisory and service provision across the offshore wind asset spectrum. HOM has already established a unique position within the supply chain of the offshore wind industry in Japan and with Briggs Marine’s position as the pre-eminent cable service company in Europe, the collaboration delivers a powerful world-class proposition to offshore wind development, loss prevention and insurance, installation and operational players.

Developers will deliver short presentations with updates on their projects, timescales and procurement strategies and ESP and SDS will also give updates on their progress with the offshore wind skills strategy. The presentations will take place during the morning session of the event with breaks, followed by lunch. In the afternoon, there will be an opportunity for attendees to meet with the developers for short, informal 1-2-1 sessions (c 10 mins).

Port of Dundee Renewables Hub Selected as Pre-Assembly Base for Construction of Inch Cape Offshore Wind Farm


Project Reserves Custom Built Facility at Port of Dundee for Pre-Assembly and Marshalling of Wind Turbines

Inch Cape Offshore Limited has selected the Port of Dundee as the pre-assembly and marshalling site for the construction of the 1.1GW Inch Cape Offshore Wind Farm, which will be Scotland’s largest offshore wind project when commissioned later this decade. The agreement will see turbine blades, towers and nacelles, which house the turbine generators, being delivered to and pre-assembled at the port’s Renewables Hub before being shipped out for installation 12km off the Angus coast.

Dundee has been chosen after a competitive selection process due to its proximity to the project site, coupled with its unrivalled storage and assembly capacity and purpose-built quayside facilities.

The offshore wind project will be Scotland’s largest single source of renewable power when built and will feature the tallest turbines ever deployed in Scottish waters, with consent for tip heights of up to 291 metres.

Inch Cape Offshore Limited has reserved the entire Renewables Hub at the port, equivalent to 28 football pitches, from March 2025 to March 2026, with around 50 staff expected to be on site over that time.

Adam Ezzamel, Project Director, said, “Inch Cape will be the largest offshore wind project built in Scotland, and we are delighted to be working with the Port of Dundee on the construction phase of this exciting development.

“The port is ideally-sited for our construction operation and offers us the area we require for the number – and sheer scale – of the turbines we will be deploying.

“Offshore construction is a specialist area and the Port of Dundee offers us a management team with the experience and capability to deal with the logistical challenges that have to be managed during our construction phase.

“After successfully securing a Contract for Difference earlier this summer, this latest contract award is another important step towards us delivering the project – and generating low cost, renewable power for consumers across Great Britain.”

David Webster, Director of Energy at Forth Ports (owner of the Port of Dundee), said, “This is a very significant project for The Port of Dundee as we establish Forth Ports as the partner of choice for the renewable energy sector in Scotland.

“We have built Scotland’s only custom-built renewables hub at the port which, when coupled with Dundee’s proximity to the project site in the North Sea and the natural deep waters of the Tay, makes the port ideally suited to the requirements of this major contract for Inch Cape Offshore Wind Farm.”

Councillor John Alexander, Leader of Dundee City Council said, “The Port of Dundee is an incredibly important asset, not only for the city but for the renewables sector more generally. It's strategically very well placed to support and deliver key pieces of the infrastructure that the UK will require in the future.

“Today's announcement is a clear vote of confidence in the quality of the infrastructure here and I'm delighted that Inch Cape has selected Dundee as a critical part of the delivery of the largest offshore windfarm in Scotland.

“The scale of this project is unrivalled, with a level of ambition which is set to redefine offshore wind. The Inch Cape Offshore Wind Farm will see up to 72 turbines located 15 km off the Angus coast and connect to the national electricity transmission network at Cockenzie, East Lothian. The project is a 50:50 joint venture between Red Rock Power Limited and Irish energy utility ESB, and secured a Contract for Difference in CfD Allocation Round 4 in July 2022.

Inch Cape Substations Supply Chain Event | 13 September, 2022 | Musselburgh

Inch Cape Offshore Wind Farm

The Inch Cape Offshore Wind Farm, currently in late stage 1080MW development, will see up to 72 turbines located 15 km off the Angus Coast and connect to the national transmission system at Cockenzie, East Lothian. The project will make a significant contribution to meeting the UK’s offshore wind target and will be Scotland’s largest single source of renewable power when built, generating the equivalent of the annual power needs of more than 1.7m homes.

The Project aims to start onshore works in early 2023 and offshore works late 2023, with first generation in 2025 and full commissioning in early 2026.

Having secured a Contract for Difference in Allocation Round 4, Inch Cape Offshore Limited is moving from development to delivery, focusing on working towards Financial Close in 2023 and procuring all remaining contracts.

The Project contracts are divided into six main categories:

  • Wind Turbines
  • Onshore and Offshore Substations – Substations awarded to Siemens-Iemants consortium
  • Array cable and Export Cable
  • Foundations and Substructures
  • Transport and Installation
  • Operations and Maintenance – based at Montrose Port Authority.

For the purpose of approaching the market, Inch Cape has adopted a Multi Contracting approach for healthy variety of opportunities for engagement with the option to bundle within the EPCI arrangements later.

The project team continues to develop direct relationships with suppliers of all Tiers to ensure they can maximise the input and ideas from all levels of the supply chain.

As part of this process, they will be hosting a number of in person and online meet the buyer events alongside Tier 1/principal contractors and other relevant stakeholders.
